Samuel holds a Masters Degree in Economics from the University of Pretoria, South Africa.

He has experience in donor-funded technical assistance projects in Least Developed Countries since 2007, particularly in the areas of international trade policy formulation, negotiations and implementation and private sector development. He is the co-founder and Managing Director of SE Trade Advisors. 

On international trade, his experience includes providing backstop technical support to government officials during regional trade negotiating sessions, drafting policy briefs and notes, facilitating training and sensitization workshops, drafting market access offers/requests and lists of commitments, identifying trade facilitation opportunities and challenges, co-drafting export development strategies and action plans, review and evaluation of projects and policies and implementing regional and multilateral trade agreements.

On private sector development Samuel’s experience is on the analysis of Doing Business issues including the monetization of the impact of trade-related reforms (Sanitary and Phytosanitary Measures and Single Electronic Window) for private and public sectors, and the identification of public policies for sustainable private sector development. Samuel has mostly worked in Comoros, Mozambique and Angola. Most of the projects for which he worked were funded by Development Partners and Agencies such as DFID, USAID, the Commonwealth Secretariat, the European Union, the African Development and the FAO.

He is also fluent in Portuguese, English and French.

Mateus holds a Masters degree in Legal and Economics Sciences from the Mozambique’s Eduardo Mondlane University (UEM) in partnership with the Faculty of Law of Lisbon University, Portugal.

Mateus has 26 years of working experience in Mozambique in the areas of tax and legal, communication, capacity building, business development and international trade. Some of his roles include (i) co-chairing the Tax, Custom and International Trade Committee of the Mozambique Confederation of Business Associations (CTA) for ten years; (ii) supporting national authorities to draft, disseminate and implement the AGOA Utilisation Strategy, the SADC-EU Economic Partnership Agreement (EPA) and Mozambique-United Kingdom EPA; (v) supporting government to establish the National Trade Facilitation Committee (NTFC) and to elaborate its workplan; (iii) advising international clients in structuring, setting up and operating investment projects in Mozambique from a tax and legal point of view, compliance, advice and due diligence for transactions, and (iv) facilitating of training sessions for private sector i.e. labour, Valued-Added Tax (VAT), withholding tax training, trade law development and implementation and use of preferential trade agreements; and (v) regular assessments of performance and training on ethical and risk management procedures.

He is proficient in Portuguese and fluent in English.

His experience to date includes serving as a Project Manager where he led a diverse team with responsibilities ranging from facilitating communication with various provincial government entities, compiling comprehensive reports, and handling data analysis.
